Rio would be much more better and more central. Although Sao Paulo is also great in terms of tourism. The site below will you when traveling to Brazil.

depends on what are you searching for.. beaches? jobs? safety? girls? Rio is just beautiful, but also quite dangerous. Or REALLY dangerous, compared to canada.
